Housing Aid for Older People.

The Scheme of Housing Aid for Older People is available to assist older people living in poor housing conditions to have necessary repairs or improvements carried out. The applicant should be over 66 years of age.

Qualifying Works

In assessing applications for the Housing Aid for Older People Grant Scheme, essential works, which will make the property habitable for the person(s) should be prioritised. Other works such as those in the examples listed below can be considered on a case-by-case basis. 

  • - Structural repairs or improvements
  • - Repair or replacement of roof *
  • - Upgrade electrical wiring **
  • - Dry-lining
  • - Repairs or replacement of some/all windows and doors
  • - Provision of central heating, water or sanitary services***
  • - Painting/contract cleaning (only as part of a wider suite of works)
  • - Radon Remediation; and
  • - Any other repair or improvement works in the opinion of the local authority which are considered reasonably necessary. 

*Repair or replacement of a roof, the local authority will require a letter from the property owner’s insurance company stating that the repairs are not covered under the policy.

** Upgrade of electrical wiring, a report from an electrician, who is registered with Safe Electric will be required describing the electrical repairs.

***Repair or provision of central heating, a report from a heating contractor will be required describing the condition of the existing heating system. For applications approved on or after 1st January, 2025, grant funding cannot be provided for the purchase of a new stand alone fuel boiler (Article 17(15) of Directive (EU) 2024/175 of the European Parliament and of the Council of 24th April, 2024). 

Amount of Grant-Aid available

The effective maximum grant under the Housing Aid for Older People Grant Scheme shall be €10,700 which may cover up to 100% of the cost of work as approved by the local authority, whichever is the lesser.

Means Testing

All applications for grant aid under the Housing Aid for Older People shall be assessed on the basis of household means,

The grant is means tested and available to those with gross annual household incomes of less than €37,500, tapering to 30% for those households with incomes of between €62,501 to €75,000.
